Ranger Ever Vigilant bug

The ranger class uses the pistol during overwatch using ever vigilant. Is this how its supposed to be?

As you can see in the recent changes, probably not. However I wonder if it is possible to change Ever Vigilant itself to trigger primary fire before triggering secondary fire? It probably checks abilities in order.
