Item ID's?
I've searched around on the internet everywhere, i've been going through game files and can't find ID's for this mod, I know they spawn and maybe craftable (if so, what table?).

It's called the black market, it's an item the player themselves can craft without any table, you can get things from there, and build items from the Foundry after researching them with Dr. Vahlen
