I want to implement this in a different way. Instead of a policy that affects ALL subjects, you would have to create a special ship (called Ambassador Fleet) and send it to the Vassal capital system. Once there, an event begins that let's you turn the Vassal into a Puppet Empire.
Puppet Empires would be like a Vassal on steroids. They can colonize and expand, don't pay taxes and have some military bonuses. They are your lances: completely loyal to you and as strong as an ally - except that they won't drain your influence or wage useless wars, like an ally or federation member would.
What do you think?

Occupation. Something like this would be a war demand, for an empire that you fought and you want their stuff, but you don't quite feel like making them "official" members of your empire(as in, ceding the planet). The empire would act like a sector with a Governor appointed by your empire overseeing operations, and providing the effects(Environmental Engineer, etc). You also get to dictate the policies of the empire, for example allowing slavery of Xenos only, but still maintaining a no-slavery policy within your empire.
Also, an idea for a policy in this regard is either mistrust(The empire pays extra taxes and they get a significant research penalty, and their empire gains the unhappiness modifier), trust(they gain a research bonus and gain more individual resources, but pay less taxes), or Integration Plan(Structures build faster and cost less, but your empire pays them relief effort).
