Dwarf Firstborn - essentially just +1 fire melee and its one of the weaker t3s
Ice queen - Nothing at all really and weaker t3s too
Big Beetle - Inflict enfeebling fever
Eagle Rider - Devastating Charge
Grypthon Rider - Inflict Crippling Wounds
Human Knight - +1 holy dmg
Tigran Sphinx - Scorching Projectiles
Shock Trooper - Regeneration + Imrpoved Wall Climbing

Shock Trooper is fearsome enemy even without Improved Wall Climbing, dont make city defenders behind walls ♥♥♥♥ their trousers at start of combat give them small chance atleast
It's actually quite nice to see it in a list like this, you don't see it while editing. I see your point now, but I'm almost leaning towards buffing everyone to the level of a Legendary Shock Trooper rather than weakinging them. Those cowards behind the walls deserve it.
Actually though I think I'm going to look at a gold rank Legendary and compare it to a Gold rank Manticore or something.
Also I should really document this somewhere, but the ice queen actually has a different frost nova than the other one, that's why I didn't give it an ability at 2nd rank.

get regenerate and predator
and... improved wall climbing at gold.
Dwarves now possibly over strong with +2 def at veteran and +2 res at gold
Ice Queen now get Artic Concealment at veteran and Bestow Cold Flame at Gold (also last rite of winter doesn't kill them [not frost nova, I was wrong})
