Foundations on Ragnarok

Everywhere on the Ragnarok map i am trying to place a foundation of any material it keep saying there is something in the way, unable to place any of them.

Anyone else got this ?

I am having the same issue. Cant place foundations anywhere, it keep saying: UC is obstructed.
