Is it possible to use a rotor + truster to rotate a thruster and use that rotating thruster to steer the ship? I know some time ago it wasn't possible, but is it now?

I want to know if it's possible to have a server where it would be possible to spawn in a landing ship with a seat, a remote control, a battery, a rotor and 2 trusters (one rotor on a the truster). The server I'm talking about uses mods for parachutes, small batteries (Wall Mount Battery), solar pannels and mini refinery, mini processor and mini arc furnace (Skallabjorns Mini Resource Processing Units), for a minimal start (so people start from almost nothing) and multiple planets with a spawnpoint close to a different planet every day. (Private server.)
