To enable the console you pres either the ~ or ` key It's the key right above the TAB key and right under the ESC key on your keyboard.

Make sure you loaded the mod first before trying to enable the console:

Main menu -> Mods -> infected

The screen will go black which means the game is loading the mod, and after around 10 seconds you should see "Mod loaded" in the upper right corner of your screen.
