USA naval and army inaction in the Pacific
Hi, during most of my last plays I noticed that the USA is inactive in the Pacfic theater, even going as far as moving away the few garrison on its islands.

In my last IT game, most of its army was struck in Central Africa being destroyed by attrition and the Japanese were unopposed and took the whole asian continent.

By switching tag I saw that the US never launcher or planned any offensive against japanese Islands and its navy was not very active there too.

Is there a way to fix this issue ? In a AI vs AI situation Japan always over extended without any USA opposition.

In addition the Japanese push into India seems a bit strong, in AI vs AI, common attack bonus is a +35-50% attack (35% country and 20% generals) + the 30% from the xp farmed in China

The modis not balanced at all for Allies. It's meant to be played as Germany, lots of bugs and inconsistencies with the other factions.
I'm not sure how it works for the AI, but there are some really irritating issues as the US.

The Philippines, despite being a colony/puppet of the US, is treated as an independent country. I had a hell of a time getting forces there to defend it because I had to get them to grant me military access. You start the war with nothing there, and all your troops and aircraft have to come from the mainland.

The US cannot join the Allies without fulfilling a whole bunch of focuses, some of which make no sense. At a time when you're trying to build up your military, you need 3,000 trucks just lying around to give to the UK in one focus, which unlocks another focus which allows you to join. Of course, as soon as Japan attacks in the east, the Philippines abandons you and joins the Allies instantly. You have to wait several days to send forces.

Yeah at first this was irritating for me too, but i think this is intended. Next game i tried to play historically and i let the japanise ai to take whole south-east asia, for my surprise this was much more fun for me. Reconquer everything, worry about rubber better exp imho than crush Japan day 1.
Philippines are independent, and become your puppet when war is declared. It's to give japan a chance of getting the phillipines like historically, it's mostly MP balance, but also historical accuracy. Originally it was gonna be demilitarized zones but it was bugged.
