The Philippines, despite being a colony/puppet of the US, is treated as an independent country. I had a hell of a time getting forces there to defend it because I had to get them to grant me military access. You start the war with nothing there, and all your troops and aircraft have to come from the mainland.
The US cannot join the Allies without fulfilling a whole bunch of focuses, some of which make no sense. At a time when you're trying to build up your military, you need 3,000 trucks just lying around to give to the UK in one focus, which unlocks another focus which allows you to join. Of course, as soon as Japan attacks in the east, the Philippines abandons you and joins the Allies instantly. You have to wait several days to send forces.
Yeah at first this was irritating for me too, but i think this is intended. Next game i tried to play historically and i let the japanise ai to take whole south-east asia, for my surprise this was much more fun for me. Reconquer everything, worry about rubber better exp imho than crush Japan day 1.
