Democratic Germany as in the Weimar Republic before the rise of the nazis simply had the German tricolor as a flag. So I would suggest that for a democratic Germany.
The flag currently used for a democratic Germany was only used since 1949 by West Germany (which can be created seperatly in the game already). Same goes for the communist flag which has only been introduced in 1949 as flag of East Germany.
A better version for a communist Germany would be a flag that is just all red as it was used in the German revolution of 1918 and by all communist movements since then. Alternatively you could add some hammer & sickle or similar symbols to it.
I don't really have much of a suggestion for a neutral Germany flag, but considering neutral means not democratic or at least not western, I'd suggest maybe the black-white-red tricolor of the German Reich until 1918 or another version of German flag which has been used until the end of the Second German Reich.
This is the french vichy flag, maybe u can add it for French fascism ( because they re not real french fascist flag )

They were the prevailing fascist party in Belgium through most of the 30's. The Rexists were not a popular party prior to the Nazi invasion and were really just a provisional puppet government. Also Degrelle's Rexists were more of a Wallonian nationalist party where as Verdinaso was more true to the unitary bilingual Belgian identity. I'd like to hear your thoughts.
