I can't use over-road friendly railways
I used this mod to build one of my cities. However, when I started another city and tried to build metro, over-road friendly was not working. when I loaded save file that I used to play, It worked! but when I bulldozed railways in my old cities, It didn't work again. Did someone experienced anything similar to this case?

I have the same problem.
But I can never use it, instead.

Tried with Anarchy mod. It still does not work. (Metro rails get in the road. If I use Anarchy mod. And I have that setting turned on. On the Metro pannell. Same thing happends if I turned that setting off. On the Metro pannell.)
