What's up with the heated towel racks?

Have I just not lived in cool houses my whole life or is it weird that the towel racks have a 100U requirement of heat?

They are very common in the uk, if you have a radiator in the bathroom its only logical to make it so you can hang your towels on it so they don't stay damp and get mouldy

Must be a UK thing. I've so far only encountered them in hotels, never in homes.
