Colonists not drinking available water

Even though there is ample sources of water and multiple water basins they will not drink water, only clean themselves. I have to have them manually fill a tub and drink from it in order for them to not collapse due to dehydration.

I didn't have this problem on my previous save with all the same mods however after further investigation it would appear that dehydration wasn't even appearing at all, in both saves need for thirst and hygiene are toggled to on for everyone.
