Is there a way to reduce the amount of tiles required there is between cities?

I've been wanting to use this mod https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=1763466005 so i could build cities only 1 tile away but it doesnt seem to work, is there a way to fix this?
