I'm assuming the exclamation mark on the right with the other stats is the enemy aggression. Is there any way of lowering the aggression or do I just have to wait a long time without doing anything to upset them?

I think you have to take out radio towers near it? Or do one of those blue star secondary objectives. I haven't gotten that far yet so I don't entirely know.

So I believe it naturally falls at a very slow rate ( or maybe from certain actions?) but taking out radio towers will reduce the alertness generated in a sector so I usually target them before taking anything else in that area. Doing the secondary objectives seems to be really the only way to lower alertness. This guide is really informative and helpful:
