How about these stats?
While holding:
Decloak noise reduced by 50%
Silent killer (less noise from the gun shots, enemy doesnt scream on death, and will not show up on kill fed)
Con:
This weapon holsters 50% slower
Cloak has no damage resistance
-35% damage resistances to fire damage
P.S. sleeper agent sounds more for a tranqulizer than a silencer revolver

How about

Pro on wearer:
+15 health
-100% decloak noise (except Dead Ringer, you will see why later)
Pro Normal Stats:
+15 firing speed
Silent killer: Enemies will not wince or scream when hurt or dead, and will not show in the kill feed.
+50 reload speed
Critical hits when enemy is shot in back
Con on wearer:
+200% Dead Ringer noise
-20% disguise speed (even when disguised)
Con Normal Stats:
-75% clip size (2 shots)
-30% damage on headshots
No random crits

Mines just less decloak and revolver kills dont show up kill feed in exchange for no protection while cloak, more damage from fire, and less damage. His is just random junk a kid would make up.

Yeah, yours is not nearly as bad. I still find your r idea a tad too whacky and not fitting neatly enough to the design. Also fire damage vulnerability is replaced by X% damage vulnerability while weapon while active nowadays.

Thinking of a better idea as we speak. I hope we can colaborate on this sir.

There now i made every con passive stats meaning fire damage and no protection while cloak happen without the having the revolver out.

Also, the weapon seems underpowered.

What do you mean? When spy have the Saharan Spy set came with the additional bonus of less sound volume on set an almost op load with the fact that with yer you steal disguise and show up on kill feed plus, having easy way to gain back cloak with the LEtranger, and in addition the nearly silent decloak made it easy to cloak behind someone and backstab em and gain the disguise making you almost undetectatable. So i put a revolver with less sound volume but has massive weakness to fire seems like good idea.

I don't like promiting the sneaky sneaky decloak behind spy.

Silent Kills and Decloak

-15 Health while equipped
