It's because the Chance to rain was so low (30%) that more likely than not it wasn't gonna rain/snow. It's now set to 95%, so it will rain most of the time.
Turns out that it's intentional. There's a chance that the game will choose whether or not the map will rain (30% for vanilla, but this mod will increase that chance to 55%).
I might remove the sound from that map.
I don't understand why these certain mods cause this bug. It should work like any other map mod.
Perfect Information is rumored to cause a lot of problems, but I doubt it has anything to do with the shadowless maps.
Clear your config first, then use the Official X2 Launcher and see if the problem persists.
1) Some of the nighttime skyboxes don't load/render properly and cause graphical artifacts, as mentioned back in 2017.
2) Nights really can get TOO dark in this mod. I've played maps where I literally couldn't see any terrain features or map objects at all. The light level on the darkest setting really needs to be bumped up a bit.
