idk, maybe all power cost or something like monument upgrade cost reduction
(i have no idea how modding works and how much effort it is to implement such things)
Can you look into adding Revolutionary Republic to the available options for a custom nation start?
Can you add great mongol state as an available option at game start?
Some countries like the Netherlands/Holland can have two modifiers in one national idea slot. Take "Dutch Trading Spirit" for example, it gives +1 merchant and +10% trade range. Is there a way to implement this into the custom nation designer as well? Perhaps we could stack like 10 modifiers in one slot. This way, players could implement way more modifiers than usual.

A long while back someone uploaded it without my consent and now Paradox Mods won't allow me to upload it due to name in use

It's tricky since the way the options work, I would have to manually add an option for every single combination
I might add some for common ones, but the lack of ability to search at all makes me hesitant

Can you add a tech changer. So you can make a tech lvl 12 nation in 1444

I'll check but I don't believe so
There is a work around, however. You can use the Tech Cost reduction idea to get you there. It would also keep you ahead of time by about the same amount. I'm not sure the level you would want to give it as tech costs go up quick.
Could you add expand infrastructure cost modifier as a national idea? This effect is already present in the infrastructure idea group.
make it so vassals can be made for example nation 1 is overlord of nation 2 and 3
