For an American neutral leader you could just take a military leader and make them head of a military dictatorship.

Ask the guy who makes road to 51 to work with him, i love both these mods but they dont work together (Manchuko not a puppet/some leaders not having mod traits/ideals not showing up) But great mods non the less.

To fix the Hungary problem I suggest checking the portraits document type, i.e. is it a .jpg or .png If thats the problem you can use Paint.net to fix it (it's free) if not you could try to add a simple event that forces the leader on Hungary.

All portraits have to be in ''.dds'' thus converting the pictures is the first thing I did so this can't be the problem

ingame the neutral US are simply the CSA which means not any military leader would do. He has to have some affiliation with the CSA

Yes but the CSA flag has a crown in it unlike the real life version.

When you converted to DDS the original portrait might have failed. Id suggest trying another, Im going to see if i can make my own mod to fix.

I was able to fix it, seems to be something wrong with you history file. I deleted both youre HUN history file and youre portriats for horthy then used my own.
Will also have to edit the general portraits.

I figured the Hungarian history file is the problem. It is such a mess anyways.
Whoever coded it should be fired
