Can I change campaign gameplay stats?

Like: Upkeep and stuff ? I sadly made my game TOO EASY without knowing and I want to increase difficulty... without starting anew....

wasn't there a tool to edit safe games ? I think I've read about it somewhere.... or dreamed haha

playing it right now haha, I know that mod since he did it the first time - he also did it for the first game ;)
