Besides, many games go pretty damn cheap over the Christmas period anyway.
And as said before, on christmas many games go highly discounted.
There will always be a chance of getting a game at a dirt cheap price on Steam
If a dev wants to give away a game they are free to do so.
There's no "bill" if they give one of their own games, though. They don't need to pay themselves.
At least Half-Life was given this year, so that's something.

Such events arent even rare, there are free steam keys everywhere on everyday to find ..
A company doesn't have to owe you anything to give away free games, though.
