Devs are in contact with their rep from Valve (who probably knows more about it, than regular support agent) and they are saying that they working on resolving this issue.
In other words, everyone who paid for the game had it removed from their library and the only way to get it back is to buy it.
Developer claims that there is no way for them to give it for free to owners of original, despite COUNTLESS OTHER GAMES in history of Steam having literally no issue whatsoever in giving free upgrades to existing owners.
