Yes. It has been a thing for a few months now. Zup made it popular: games with zero difficulty, now often with zero gameplay, but thousands of achievements. They make the achievement showcase look good, when you have 100,000+ achievements.

Not everyone is stumbling upon this crap on the Steam Store.
You have to actively look for good stuff beneath what's recommanded to realize how messy it actually is.
