Yes, they look like obvious bots. For some reason, SEA region bot farm fake review farms seem to be quite active these days.

After further review, I've also submitted Altay Workshop for Valve review as a lot of the people that reviewed Tactics & Strategy also reviewed Crazy School Simulator at the same time. I am less certain about this one though, it could have just been a go-to game to try and add at least a little more legitimacy towards the accounts, but Valve will have further resources to further confirm this.
The account contents from your screenshots hint that all of the accounts are bot controlled by the developer with the possible intent of using other games in their account to farm cards and sell them on the community marketplace, which is also another issue and possible violation of community marketplace exploitation.
