Oh, wait, Steam now tells if the reviewer had refunded the game! So this is pretty suspicious.
How is it possible to leave a review, have 0 games and the review does not show you've refunded?
Does Steam Family Sharing allows leaving reviews that counts for the rating? I forgot.

They own games that don't count towards their game count

I'm laughing out loud for real here. You know how people create less and less survivable breeds of dogs each year, right? Some of them can hardly breathe, most of them have defective bone structure and such. Now, Steam has bred a special breed of scammers who trip on the very basics of scamming. What a treat!

It does as of a year ago. I can do some experiments to see if that is still indeed the case.
