After release developer refused to provide the keys to everyone who bought the game earlier as part of the bundle:
"the game don't drop the soap was sold to Groupees not hentai or this Steam page."
"The bundles page also mentions that you get Steam keys if don't drop the soap gets released on Steam, this did not happen yet "

Easy-peasy, just rename the game, and lets people buy your piece of code again. :creep:.

PS. itch.io key from bundle is unobtainable too. It's impossible even download game.

Don't drop the soap was paused in development by the original dev, he choose to recycle this app id.
Hentai: Exposed is nothing close to Don't drop the soap, so keys will not be given out to Groupees.
I've read the contract and there is no such thing as a app id that is reserved for the groupees buyers, don't drop the soap was bought and if it will release on Steam keys will be given for that game to all groupees buyers.

Groupees also has not contacted me yet regarding this.

Just wondering, if don't drop the soap releases tomorrow, do I have to give keys for Hentai: Exposed + don't drop the soap? I don't really get the logic here.

Many games have changed names after greenlight, but that didn't stop developers from providing keys for buyers.
Just for example. Stoire changed name at least three times during and after greenlight: Heaps > Stairstorring > Stoire. Conseption was also changed, but keys were provided because people paid money:

I suggest you do some research instead of making assumptions, the games are totally different, the code is done by different devs, mechanics are different and the graphics are different.

It's not just a simple name change, it's a whole different game by another dev.
When don't drop the soap releases, keys will be given to the costumers by the other dev, Hentai: exposed will not give keys to groupees and will not participate in any bundles in the near future.

I think you are a bit unfair here, his english is fine and nowhere near "google translate" level.

I think, if the story that has been told is true (the one by "Hentai") then you have a problem in communication, which you should fix.

If you (or someone associated with you ) stops the development of a game that other should have gotten keys for, you should tell them, and probably give them back the money if they already paid for it. (If you cant give them back the money, give them compensation-keys, everything else would be unfair since you already got their money.)

And if you still release the "stopped" game at some point, the keys should be given out to the ones that are still eligible for them. (e.g. People that decided to wait and dont take the compensation key etc.)

But now some other questions:
- Why the hell is there an unfinished game in a bundle?
- Why is there no proper communication with your customers?
- Why did you not give them another key as compensation?

Now you look like a scammer, congratulations, even if this is not intended. (I dont know if you are known to do these things, therefore i give you the benefit of doubt. (and you are here, which means that you are not ignoring the issue, like others.))

TL:DR

You pretty much need to do one of these three things:
- give them their money back (which technicaly includes the part of it that the bundle-site kept for themselves)
- give them a key for the game that is now released under this app-id (probably the cheapest and fastest solution)
- finish the initially planned game and send out the keys. (time consuming, but the best solution since customers get what they paid for.)

Everything else is a scam, regardless of the intentions behind it.

PS: I am saying "you", but i mean: whoever is in charge for this mess, who got the money etc.

Disclaimer: This post is my own point of view, it may not be the correct way to handle this in your situation, it just states what i think are the next logical steps. (Based on my experience on both sides of the "table", consumer and creator of Content on Steam.)

Is there anything in the contract with steam about that? Could you release a fake game that looked interesting to get votes and then just swap in a completely different game?
You also avoided the new rules for trading cards by doing this.
Surely Valve would not allow such a thing in their contract?

As for "recycling" app IDs, I've never heard such a thing. I'm pretty sure Steam wouldn't allow reusing or lending app IDs to other devs. I think we should focus on helping this dev, he doesn't seem malicious, just very inexperienced.

Selling app IDs has been used in the past. Valve don't have an issue against it as there are instances in whoch developers may not be able to carry on supporting the gam, so sell it off to another company/developer. As for selling app slots obtained via Greenlight, I'm unsure. They probably wouldn't look highly of it.
