I'm not sure what's going on here, but it looks SUPER fishy.
I've noticed a couple of devs, listing or increasing the prices of their games to a whopping $999, and then building bundles with them all. I think they may be doing so in order to game search and aggregate sites for steam bundles/packages for the "best deal" when they sell their bundles of what would be essentially $1 games in a a bundle of 20 for $40 dollars at a whopping 99.79% off! Again, I could be wrong on the angle here, but something is definitely not right here.

... what OP is describing seems exclusive to USD pricing.

If you look through the list, it is quite evident: the developer thought he is setting the base currency in his own (Ukrainian hryvnya), but it was, in reality, the USD price.
If I recall correctly, the Ukrainian translation of the Steam backend is still quite lacking, and despite popular belief, not all of them are fluent in Russian.
