Developers can remove tags from the store page, right? Can they see when people flag tags, or does that just go to Valve moderators (assuming a human sees it at all)?

Eh, I've refunded at least one game after I reviewed it because the specs on the store page were incorrect and the game didn't run properly. In cases like that, where it's a choice between leaving a negative review or getting your money back, I think most people would choose money back, and that biases the review score in the favor of bad developers.

In the case brought up in this thread, huge amounts of refunds + positive reviews + probable sock puppet accounts should bring up enough red flags on their own, without having to change how the system deals with review + refund situations in general.

Question not specifically about this game, but I'm following this thread so I'll just throw it out here I guess: when a game gets removed from Steam for copyright infringement, what happens to the money?

Yeah, I know they generally don't respond to just some rando reporting copyright infringement, but you'd think the actual IP owner noticing this would have faster results.

Just happened to think of this and check and apparently the game still hasn't been removed? What the actual fuck.

And the dev was also like, well I guess if I'm infringing copyright I might as well go all out, and replaced the store screenshots with images from the anime.
