World Congress in late era starts gives game creator unfair advantage
@Adyyc Thanks for the comment, I have not thought about the Forbidden Palace, which gives its owner +2 delegates. And kudos to you for thinking about this situation ahead of time and building the Forbidden Palace in another Theme 13 game we have together (I realize I know pretty much nothing of the intricacies of later era starts).

Forbidden Palace actually gives an advantage to the builder over the host as in the Industrial Era host gets only +1 delegate.

Unfortunately, this advantage will be short lived, as soon as one of the teams (half of the players) enter Modern Era, the World Congress will "evolve", starting to give the host +2 delegates. As this evolving happens, the Special Session of Host Election will be held and as now the team with the host has equal votes with the team with Forbidden Palace, a tie in the host election will mean the current host will stay as the host.

From that point on, the teams will always have equal votes, which is fair. However, is it fair to force one of the team to build Forbidden Palace to achieve a short term advantage and then equality for the rest of the game? Building Forbidden Palace requires Patronage and in a Theme 13 game with no CSs, that is quite a bit of commitment, especially when you consider the fact that you are trying to be equal with the game host, who has done nothing additional to gain that advantage.

Furthermore, any game which starts in a later era than Industrial, will not have the option to build Forbidden Palace. So, for those games, there is no option to commit resources (social policy + hammers) to reach equality.
We just ran into this situation and would like to learn what the League admin and other players think about this:

"The World Congress is automatically founded when any civilization meets all others and finishes researching Printing Press. If no one meets these conditions, then the Congress remains unavailable until any civilization reaches the Industrial Era. When the Congress is founded, the Civilization in question becomes the Congress's first host, after which the host will be voted periodically (every time the Era changes). Being the host provides several advantageous benefits in the World Congress, such as additional delegates and ability to propose resolutions."

In a later era start (Industrial and above), everybody start the game with Printing Press already discovered. As the game needs a deal breaker on who to assign as the first host of World Congress, it goes with the first player in the turn order (game creator). This gives an advantage to the game creator. I guess as the second condition to become the first host is to meet all other civs, maybe other players also have a shot at being the first host, but I am not sure.

Anyway, in many games where there are several players, getting a little bit extra votes from being the first host may not give huge a advantage, however the game we are having this issue discussed is a Theme 13, which is a 2vs2 Industrial Era start game with no City States (Theme 13 game in question) [multiplayerrobot.com].

In Theme 13, the above explained situation results in the game creator's team having 8 votes, the other team having 6 votes and this situation will NEVER improve for the second team, because they can never increase their votes by gaining CS allies, they can never win host elections, they can never make their Ideology the World Ideology etc.

How should this be handled so that we can have a fair game?

PS: Just wanted to note that my team is the one that has the vote advantage, so I am not trying to rally support to get out of a disadvantageous situation.

PS2: I know that the game creator also has an advantage on Wonder Building, if 2 players finish a wonder on the same turn, the first player in the turn order gets is. However, I think this is a bit different than that as in that case the game host still has to show effort, provide the hammers to build the wonder quickly, here the advantage is already there without any effort and will affect the game until the very end.

EDIT: Apparently in the above referenced game, one of the teams (half of the total players) reached Modern Era, and I just learned that that is the trigger for the Special Session of Host Election. Otherwise votes would have been 5 vs 4 as each member is supposed to get 2 votes and the host gets +1 vote in the Industrial Era.
