He cheated me out of 2'rec and a carousers capotain all for a spy watch he said was retired. I asked 4 times for him to trade back and he said no so I was told to post a report and I would be given my items back

That's not a scam, you screwed up, theres a huge difference.

That's just trade regret, you don't get to report that as a "scam". Suck it up as a lesson.

Watch is worth 1.33 ref and you gave him 2 ref worth items. Any case, this is partly your fault for not researching before doing the trade.

This wasn't a scam but yeah he was wrong for lying but for 2 rec i wouldn't call it sharking either. I doubt you can do much about it. Just admit your mistake and a 2 rec loss aint big for a lesson learnt
