And some items are near to impossible to sell on outpost, e.g. strangifiers and killstreak fabs/kits. There is still no way to search for these in an efficient way so probably no one will ever look at your trade. Weapons with killstreaks applied are hard to sell for the same reason, you cannot search for them, plus the market for basic/spec weapons is very small.

These types of items sell a magnitude better on the integrated trading platform of steam.

Come on, your bot is farming these off the community market so you do already have a price list, just add plus x to each number and let your bot list them automatically on outpost if thats so damn serious business for your :-P.

There is no general answer for your question except, well, take caution :-). You have always to check the specific case, this guy got his tag for giving fake rep, beside that he didnt do anything else, so it should be ok to trade with him.

Well, there is a rather simple solution for this problem: make it cost money. Add one person: 1 cent. Send direct trade offer: 5 cent. Apply the usual 1 week to 1 month delay before you can actually spend the money you have charged to prevent cc fraud. Problem solved. Its just that the majority of people does not want to spend money on social features so if that would be applied now steam would be dead like uplay. But valve is very good in making us to want to spend money, maybe they find a way to solve this sooner than valve time ;-).
