f2p acc dont have the virtual wealth to trade on op. they also dont have enough slots. if they start trading lots of things, they wont stay f2p. the no of hours may not be detectable so lets drop it.

Well, you were right about it being an affiliate, I did not know that.

1. This is a generalisation, there is no need to alienate a whole group of people for this reason.

2. They will just look them up on steam and then send a friend request, this does not solve anything.

In my opionion, your suggestion is not the silver bullet we need; it alienates free to play users just so that scammers have to find someone on steam.
