You should use the onsite appeal page only.

I think it has to do with a recent schema update. It affects other items, such as duels and bp expanders.

If it's not a tradeable item then it shouldn't be in the icons list.
Also, TF2OP is a free market, people should be allowed to trade for the prices they want.
