I´d not recommend using IE because many websites simply stopped supporting it due to its many idiosyncrasies.

Can't say the official reasons, but there are a few that can be speculated:

1) Items can't be traded on Steam.
2) HB's goal is charity.
3) Game keys can be fake/stolen/used, it's very risky business.

1) Phishers can easily bypass this by loading TF2.
