Whitelisting in general is a means of filtering by allowing only approved things to happen (a whitelist based minecraft server, for instance, will only allow approved players to log on).

Killing Floor's whitelist is designed to prevent exploits for perk leveling and achievement hunting. Originally, maps and mutators both had to be approved to allow such things, but now only mutators need whitelisting. The default mutators that spawn only bloats or fleshpounds or whatever are not whitelisted, since spawning 100% stalkers makes commando training silly, and 100% bloats makes for stupidly easy headshot training....or just using them as damage sinks. With maps, it's kinda hard to justify, given that one of their maps - WestLondon has an extremely easy exploit.

it's not whitelisted but all mutators are allowing to have perks, when you leave server perk progress will reset to previos value

ERROR: other game types that I play worked BUT now when I downloaded THIS "THEY NOT WORK NOW! and my perk guns I win are removed!
