Well, thank you. Will check for that issue soon.
It turns out you can still later confederate them, you just have to wait a few turns for some reason after each confederation. I don't believe I'm using any other mods that would affect confederations that way, just one to change the diplomacy value to confederate.
I also wasn't able to confederate other Vampirates as Sartosa in my most recent campaign.
Wuld you do some check for me?
1) Disable all the mods.
2) Enable only "unrestricted confederation" (and "Simple Diplomacy", for a testing purpose).
3) Start as an empire or lizardmen (not Nakai) or Dark Elves. Or skavens.
4) Try to confederate with them on a first turn as many as you can. Simple DIplimacy allows you to bribe any faction for some 300 gold to confederate with you.
Note: This mod worked fine for me *before* H&B came out.
