It turns out you can still later confederate them, you just have to wait a few turns for some reason after each confederation. I don't believe I'm using any other mods that would affect confederations that way, just one to change the diplomacy value to confederate.
I also wasn't able to confederate other Vampirates as Sartosa in my most recent campaign.
Wuld you do some check for me?
1) Disable all the mods.
2) Enable only "unrestricted confederation" (and "Simple Diplomacy", for a testing purpose).
3) Start as an empire or lizardmen (not Nakai) or Dark Elves. Or skavens.
4) Try to confederate with them on a first turn as many as you can. Simple DIplimacy allows you to bribe any faction for some 300 gold to confederate with you.
Note: This mod worked fine for me *before* H&B came out.

The debuff timer for confederation effect still 5 turn, but ability to use a confederation diplomatic option should be avaiable.
Kind of workaorund for these bugs.
Go to your C:\Users\*User_Name*\AppData\Roaming\The Creative Assembly and delete the Launcher folder. This resets a launcher for users and gives them some number of normal launcher working times. Until it dead again.
And as buggy as hell. The only way to update a mod was to return to an older version of launcher cause new one always gives me an Error when I tried to update (oh, and grey launcher bug. And undeletable mods bug. And unsubscribeable mod bug. And mod-not-loading-at-all bug. And so on and so on).

Why not? I do not put any new content in my mod so do as you wish - it is just a basic game file edit. Do as you please =) You've got permission.

It's just that it's pretty much a given that everyone should use your mod if they use mine.
If they allowed to confederate by default.
My mod do not change any script restriction or something other confederation barriers. It is only remove the turn limit between confederations.
If you meet some trouble with unconfederable factions, try mod in description. Or just wait for a Crynos Faction Unlocker (I hope we will see it)
Use this mod. It adds confederation option for races which have not it. My mod only removes turn restriction and works well with this one.

Yes, I still do not upgrade with new DLC and cannot mod for at least a day.
Will look for that thing tomorrow (I mean today but adter a sleep, there is 3 a.m. now)
1) Open data.pack in pfm (it will load some time as file is really big)
2) Look for data\db\faction_tables\data__ and right lick -> extract selected.
3) Click then File -> New, then right click on Untitled -> add from directory (or any other way, you should just recreate here a db\faction_tables directory with "data__" in it)
4) Go to data__ and search for your faction row (wh_main_ksl_kislev) and look for wh_main_sc_ksl_kislev in it (the header called subculture). If you want Kislev to join an Empire then change it to wh_main_sc_emp_empire and save that file.
5) Optional you also could delete all other rows of other factions and rename data__ to something like "mydata__" and save - to avoid most faction mod conflicts (and after confederation in game you could deactivate your mod).
