removes all influence cost from frontier outposts in 1.6.1 code rewrite and onward

even if this mod appears out of date it should always work.

Seems to be much better than anything i could make, i recommend using that

@chang, with 2.0 the changes to the game have made this mod unecissary, starbase (outpost) do not cost influence as a maintence, only a single chunk of influence to build.

That being said after playing i think they're a bit pricey on larger maps so im probably going to change these to be a 50% reduction in influence cost and free influence cost for creation
