Higher Starting Tier: Capitals & Hordes

Description
Adds the option to raise your initial city/horde tier at the start of a campaign. Useful for: removing initial campaign slog; more replay value with a favorite faction; adding spice and freedom when it comes to building options early on; or simply to make a place like Altdorf be the metropolis it is in lore! The AI's capital tiers can be adjusted as well, and if you want more challenge you can keep your tier low while raising the AI's!

CHANGING SETTINGS
NOTICE: To enable customization options, subscribe to the new Mod Configuration Tool.
If you have the Mod Configuration Tool (MCT) enabled, you'll be able to tweak tier, player/AI scope and what settlement types are affected. Without MCT enabled, the default settings puts capitals for you and the main factions at tier 4 (it also raises the tiers of some random places like Nuln, Kislev, etc. as nods to their grandeur in lore). Horde tier upgrade is player only (CA gifts AI hordes other perks, so a tier-boost matters little).

TECHNICAL INFO
Vanilla rules still apply: building slots totals are the same and minor cities cap out at tier 3.
Save compatible but tier changes will remain once applied.
Highly compatible with the vast majority of mods including major overhaul mods.
Does NOT edit startpos.
Works in multiplayer.
Modded/custom factions are not directly covered by the mod.
"Campaign introduction" (tutorial mode) isn't supported, leave it unticked!
