It's a race to the center. Very little of the west, or east sides of the map will be used. Pretty map. Only Marin County gets used.
The bridges are gone, and the AI sets the Paneuropeans up on the north side of the bay, with no retreat, unless the players pick water crossing vehicles.
If the Combine can mass it's fires, it can kill units in urban and rubble hexes. The Paneuropeans have to consider retreating to the most defensible terrain.
