Refugees Mod

Description
In the event city was razed or city's owner changed, certain part of city's population will go to another nearby city for refuge.

Homeland (same owner's) cities are preferred firstly. If no such city has been found nearby refugees will go to any closest city of other civilization, city state or free city. Refugees will never go to aggressor's cities.

This alert in the graphic "1 refugees went to Cairo" never pops up although I've had the mod enabled for probably years now.

No. This 0.25 is related with base game CITY_POPULATION_LOSS_TO_CONQUEST_PERCENTAGE value. If you change just REFUGEES_PERCENT you will brake balance (in a way people emerging from nowhere in target city while conquered city will lose only 25%).
You need to change both values.

Very interesting mod.
I want to increase percentage of refugees so cities when captured lose 75% of the population. Can I just change local REFUGEES_PERCENT = 0.25 to 0.75?

Just a suggestion of me, if you have time to implement this feature. I'm lucky if you can keep it in mind for maybe a next update ;-)
