Artillery Computers (Change Range to Weapon Damage)

Description
So I was browsing the Stellaris forums and found out that the weapon range modifier is currently bugged for combat computers(THEY ARE NOT WORKING ATM). To remedy this, I replaced the weapon range modifier by weapons damage modifier.

This mod:
1. Changes ship_weapon_range_mult (Range) to ship_weapon_damage (Weapons Damage) for all artillery combat computers. Values remain the same.

2. Changed the Range multiplier in Target Uplink Computer (because they are also bugged > useless > waste of minerals, energy and building slot) to Tracking, Chance to Hit and Weapons Damage. See picture for details.

This mod overrides two vanilla files:
Stellaris\common\starbase_buildings\00_starbase_buildings.txt
Stellaris\common\component_templates\00_utilities_roles.txt

!!!As of 16/03/2018, Wiz said that range modifier for weapons is now fixed... so yeahh. I'm still keeping this mod if anyone prefers weapons damage over range.!!!

Compatible with version 2.0.*
Not Ironman compatible.

hmmm...nice you keep abreast of things. The real reason i was so stoked about range DM was that i didn't have FTL jammers yet and it irked me when AI fleets sailed by my front lines

Damn, this bug is still around?

I'm pretty sure it was broken as far back as Asimov . . .

Actually it's the weapon range stat in general that doesn't work. That means the range multiplier starbase building doesn't work, and the range bonus admiral trait doesn't work.
