Report a translation problem
1. Your character has a religion with a tenet that allows for river navigation.
2. The average fort level of the counties surrounding a river tile you are trying to sail on has not exceeded 15.
3. There are not any map mods above this in the load order that are causing weirdness.
Great choice, used it in my mods as well. Make sure you enable river sailing even if fort level gets too high, so players can raid each other for all eternity.
