Description
This mod is supposed to stop the frequent AI war declarations against city states.
In most cases city states die in the early phase of the game. So this mod makes it much less atrractive for major AI civilizations to start an early rush against city states.
There can be still some warmongering AI civs that sometimes like to capture city states, but this will happen less frequently.

How this mod works
By signifcantly increasing the military score of city states, they will become more intimidating for the AI.
The military score of city states is increased by a Lua script, which gives every city state a fixed amount of tanks that do not spawn on the real map. These units are only spawned outside of the map to make sure they cannot fight against anyone (this is accomplished by spawning them on a place with negative map coordinates).
To make sure that city states do not get bancrupt because of the tank unit maintenance, city states now will not have to pay for their unit maintenance any more.

massive asynchronous resynchronization in multiplayer (windows).
maybe a city state uniq unit with 0 movement points would be an option?

I see in a previous comment that when the city state army is levied it does not keep the tanks. Does this mean the tanks are gone for good, or do they return after the army is no longer levied?

I'm planning on doing a lot of levying in my Hungary game and am considering waiting longer than I normally would to keep the tanks around longer.

@Charles George Gordon It really does work. I've had city-states survive to Industrial before the AI makes a move. By that time they have Muskets (maybe 10) and Medieval Walls, so it can put up an appropriate fight.

Thank you for your continued support of this mod. I am going to try this mod out tonight when I start a new game. The AI feels very aggressive lately as of the new patch. I agree with your philosophy to not simply just give city states "free stuff." I have been wanting a mod that alters the AI behavior, instead. If this mod works, you will forever be my hero!

omg!!!! yes!! i am so sick of having half the city states destroyed before the beginning of the medieval era with a single slinger and a horseman!

Will you update this for GS? The AI is taking all the City States before I can again =/
