Staggered Habitats (2.2)

Description
Staggered/Modular Habitats Mod for Stellaris

This mod is for 2.2 (Le Guin) only, most of it is in vanilla for 2.3

This mod allows habitats to be built much earlier in game, but much smaller. Instead of building a massive habitat in one go, habitats will start small, and you expand them over time as your civilisation grows. It is aiming to be roughly balanced with vanilla habitats.

Building habitats is unlocked by the first starbase engineering tech, but modular habitats start at size 1, and must be expanded using planetary decisions.

Without the Voidborn ascension perk the modular habitats all have a significant penalty to resource production and increase in maintenance costs. They can also only be expanded to a size of 3. Once you purchase voidborn the penalty is removed and habitats can be expanded up to size 6.
To reduce micromanagement later in the game, with Voidborn you can build a full habitat for the standard cost as well as the modular one. It also unlocks another decision that fully enlarges any habitats that are not already at size 6, again to cut down the micromanagement.

Overall the cost of modularly building the habitat is the same in terms of alloys and influence, but also modular habitats will also require energy to clear the blockers. So they end up costing 1500 energy more than a vanilla habitat.

Compatability
This mod makes a minor change to the voidborn ascension perk, everything else is new features, so should be compatible with other mods.
If a mod conflicts with the Voidborn perk and stops the inefficient usage penalty being removed automatically when you buy Voidborn, a new planetary decision will be unlocked that lets you manually remove it.

Gameplay Warning!
Habitats cost 5 alloys a tick upkeep when colonised (taken from habitat administration upkeep), if you spam them in the early game this can easily cripple your alloy production. Especially as while you lack Voidborn there is a 20% increase on all your habitat maintenance costs.

Enhanced Habitats
Habitats with enhanced features and the ability to mine for natural resources have been moved to my new mod Enhanced Habitats The 2 mods are completely compatible.

Previous Versions
If you have not upgraded to Le Guin or would prefer to stick with the old (blocker based) functionality, you can download the previous releases from github, and add them to a mod manually.

Hey Mazrdos - vanilla doesn't let you build modular habitats in the same way this does, but you can get them much earlier due to the gateway being a tech so I decided not to migrate it forward.

I'm confused. Does it mean that this mod is not required to build modular habitats now? I can't find anything about that in patch notes.

2.3:
So in theory the 2.3 patch will do a lot fo what staggered habitats does, it is very likely that I will not update this mod, and it will stay 2.2 forever. 2.3 is not savegame compatible with 2.2.

If there is sufficient call for it I may do a stripped down 2.3 version that allows building habitats at half size then enlarging them.
