Made the penalty for having the habitats less severe, and stopped the AI building them as it remains very habitat-stupid.

Removed blocker functionality and replaced with decisions to enlarge the habitat to stop it being effected by world shaper and governer blocker discounts

Managed to miss that habitats still needed minerals not alloys to clear blockers in intial release. Now fixed.

Able to build solar habitats around black holes
Able to skip blocker requirements using voidborn habs for solar and asteroid
AI not researching blocker clearing tech

Costs adjusted so influence cost is now paid up front to allow blockers to not require influence to clear in an attempt to improve AI behaviour.
