Do I use this if I'm using the "Ultimate AGOT Submod collection Vs 1.6"?

Seems like it can't be used if you didn't start the game with it (can't appoint councillors anymore), probably fixable if you add something to trigger and add the default law to all kingdoms/everyone without it
