Now, As a non-kind and independent King+ at peace, if you have any provinces that aren't your religion/culture, an intrigue option will become usable to commit a great atrocity and kill everyone in your realm of the culture/religion and gain their titles. Any foreign rulers of the genocide target should get claims on your primary title. While you are genociding, any affected provinces will have heavy penalties, large revolt risk, levy and tax cuts, and supply limit reduction. When the genocide is complete, which should take around 2 years per province, the culture/religion of the province will be converted to yours.

New mechanic, while a primary attacker against a primary defender foreigner(not your culture or religion), if you control a province, you can declare a genocide through an intrigue decision and slaughter the locals for 2 years at hefty opinion costs, once the genocide is complete you will gain the title, it converting to your culture and religion.

New Law, Racial Supremacism, this should prevent crown realms from having councillors not of your culture and religion.

To use with conversion mods, like A Game of Thrones Mod, you need to add a dependency, use notepad to open sinocide.mod in the mods folder and add a dependencies line, E.G. ***\Documents\Paradox Interactive\Crusader Kings II\mod

AGOT example:
dependencies = { "A Game of Thrones" }

Manual Download, I suggest using this rather than the workshop if you plan to use with A Game of Thrones.
