Custom Effects Percentages WOTC + TLP

Description
Allows customizing the chance a weapon effect happens, which is commonly called a "proc". This mod changes ammo and melee weapons, as well as the Chryssalid slash.

-= NEW DEFAULTS =-

Dragon Rounds: Burning is 33% chance on hit, down from 100%.
Viper Rounds: Poison is 50% chance on hit, down from 100%.
ADVENT Stiletto Rounds: Bleeding is 50% chance on hit, down from 100%.

Plasma Sword: Burn chance is 33% BUT it now also gets the same stun as Arc Blades (25%)

Chryssalid Slash applies Parthenogenic Poison 50% of the time, down from 100%.

-= CUSTOMIZABLE =-
All values are exposed in the INI file of this mod. The vanilla values are included in the INI file.

-= DLC Support =-
Fusion Axe is customizable individually, with the default being the same as a Plasma Sword (33%/25%).

-= WOTC Support =-
The Skirmisher Jack is customizable individually, with the default being Stun 25%. Note that the jack could never stun, this is fixed.

The Templar now has Fire and Stun just like everyone else! ( To a lesser extent, so he doesnt feel overpowered ). Percentages are half of regular by default.

-= TLE SUPPORT =-
Supports the Legacy pack sword. The TLE sword can be customized individually, with values being the plasma defaults for it's tier (33% burn, 25% stun).

-= COMPATIBILITY =-
Now compatible with mods that change the Skirmisher Jack.

-= WHY DID YOU DO THIS? =-
I felt 100% chances was boring and unfair for the aliens. When an alien is on fire, it tends to do stupid things, and it's pretty much a death sentence. Now you still get that fun burning feeling, but some of the time. In exchange however, your fusion tier weapons now all stun at the same time as set stuff on fire so there is never a need to downgrade your weaponry to get stunning. All weapon tiers are now upgrades.

thank you for this mod, i'm mostly using it to reduce the chryssalid cocoon appearance (Parthenogenic Poison). playing with the hive and word war L together can make certain missions impossible when Parthenogenic Poison = 100%

Hunter's Axe is included. Katana mod is not, everything in that mod is already configurable.

Added better duplication detection. If the mod detects ANY mod that adds stun to the Ripjack or Templar Gauntlet, it will skip adding stun.

V2.1 Templar Shard Gauntlet is now supported. Shard Gauntlets by default is half of the regular stun and fire values so he's not too overpowered.
Also now all weapons show in the UI, as seen in the new screenshots.

I highly suggest installing my "Templar Rend Can Miss" mod.

This mod is officially complete, dont expect to change it unless theres a bug.

V2.0 up

- Detects any Ripjacks alterations and skips adding STUN to it if done via another mod. If you want, you can also manually set the STUN value in this mod to 0.
- Added UI MARKUPS to the various items so you can see their stats from the paperdoll screens.
- Small bugfixes with data validation (if you feed the mod garbage it will react better).

Please update your INI files. This is likely the last time so you're good to go once done.
