Description
Adds Tyber Zann and his Consortium into the game as a fully playable Civilization, hailing from Petroglyph's 2006 RTS titled Star Wars: Empire at War: Forces of Corruption.

====!!!! IMPORTANT COMPATIBILITY NOTICE !!!!====
This mod requires the Brave New World expansion pack to work, and WILL NOT function properly without it. However, as with every other mod I have created, I have chosen not to modify the dependency setting to require Brave New World, so those that do not have it can use the mod as they please. However, the mod is almost guaranteed to be a horribly broken - but playable - mess without the second expansion pack, so if you do not have the Brave New World expansion pack, proceed into a game with this mod at your own risk.


====Description====
The Zann Consortium is a very powerful Civilization with bonuses that allow them to spread their influence and corruption across the entire planet. Using the powers of espionage, tourism, and intimidation, the Zann Consortium can manipulate the world stage and subdue its enemies without the need for war, corrupting the world's cities and bending them to their will. Their unique ability allows them to impose their will on City-States and to force them fall in line with unrivaled and merciless efficiency, and a Combat Strength bonus against City-State forces also allows them to crush all City-States that dare to resist their will.

Their lategame armies are enhanced by the presence of their unique unit - the Canderous Assault Tank. This battle tank, while weaker than the Giant Death Robot it replaces, is capable of hovering over the terrain and receives a bonus against enemy aircraft that allows it to provide its own air support on the battlefield. This vehicle can maneuver through rough terrain much easier than other Units, and it can spearhead Consortium armies in the Information Era as they move out to enforce Tyber Zann's will across the world.

The Zann Consortium's main - and perhaps most powerful - strength, however, lies with the Zann Consortium Palace - a unique building that provides a boost to Gold and Tourism, and recruits one additional Spy when created. With these buildings only limited by the Consortium's Iron stores and number of Cities, the Consortium's ability to generate virtually unlimited Tourism and recruit virtually unlimited Spies is an incredibly powerful advantage over other nations, and can be used to cruise to a Culture Victory much easier than any other nation in the base game. In addition, an intelligence agency of practically infinite spies has a multitude of different uses, such as establishing surveillance in every rival's City, placing a Diplomat in every Civilization's capital, or maximizing theft of technology to ensure a fast Science Victory at the rest of the world's expense.

These abilities truly make the Zann Consortium an incredibly powerful Civilization, but needless to say, conventional military warfare can serve as an excellent counter to the Consortium. With no special military bonuses against standard Civilizations except the Canderous Assault Tank, the Zann Consortium's military is vulnerable to the unique units of other Civilizations, and they can be weakened or even defeated long before their uniques come into play. In the lategame, the same is true - a strong military and a campaign against the Consortium can serve as just the thing to remove them and their corruption from the game.



====Unique Ability - Forces of Corruption====
Receive +5 Influence per turn from intimidated City-States, and incur no penalties from entering their territory. All Consortium units receive a +25% Combat Strength bonus against City-States and their military forces.

====Unique Unit - Canderous Assault Tank====
The Canderous Assault Tank is a Giant Death Robot replacer that, while weaker than its vanilla counterpart by 20 points of Combat Strength, makes up for its drawbacks with its repulsorlift technology and its well-rounded nature. It receives a +50% Combat Strength bonus against enemy aircraft, allowing it to provide its own anti-air support and counter enemy air power, and is also capable of traversing rough terrain without incurring any Movement penalties due to its hovering capabilities. In addition, it has a slightly reduced Production cost to build, but still requires one Uranium resource.

====Unique Building - Zann Consortium Palace====
The Zann Consortium Palace, which replaces the Police Station, provides a +2 boost to both Gold and Tourism yields and recruits an additional spy for the Zann Consortium when it is constructed. This allows the Consortium to generate income and Tourism much faster, and to dominate the game of international espionage. However, the palace does come with some limits, such as the fact that its Production cost to build has been doubled. In addition, it requires two Iron resources to build, and is unlocked much later in the technology tree - at Radar, rather than Electricity.



====Questions and Answers====

Question: That color scheme looks way too much like vanilla Russia, can you change it?

Answer: To what? I'm sorry, I can't. It's not my fault the Consortium uses such a similar shade of yellow.


Question: Will we ever see the Rebellion and Empire? From Forces of Corruption with stuff like T4-B tanks or AT-AA walkers, I mean. I know that the regular movie versions of the Rebellion and Empire have been made already.

Answer: No plans right now, but I'll consider a Forces of Corruption version of the Rebellion and Empire if enough people ask.

For now, I still want to get through a small short list of nations that I have planned, none of which are based on Fallout. But after that, I do indeed have plans for a couple of new Fallout-based Civilizations. So yes, there are new Fallout civs on the way.
